political power is concentrated at the national level and local auhority is limited

way to resolve ethnic and religious differences by giving greater local powers to regions
capacity
ability of the state to wield power in order to carry out basic tasks (security, freedom, equality)
autonomy
ability of the state to wield its power independently of the public or international public actors
