why is it a serious type of crime
the power allows enables large scale crime with widespread victimsation
can bring death,disease with one descsion can effect entire human groups

state defines what is criminal,prosecute offenders and manage cjs, it has the power to avoid defining own actions as criminal

democratic states legitimise actions in complex ways
stage1- it didnt happen
stage 2- if it did happen it is something else ( not what it looks like)
stage 3-its justified even if it is what you say it is
neutralisation theory
dont seek to deny event rather impose a diff narrative of event
-denial of victim,exaggerate eg terrorism
-denial of responsibility- i was obeying orders
denial of injury- they started it we are the victims

natural-right to life,free speech just by being alive
civil-right to vote, privacy and education
