- Dacoities, political murders & communal or regional riots.
- Appearance of agents in government & civil bodies.
- Infiltration of agents in government & civil bodies.
- Looting of arms & ammunition & increase in request of arms license.

What are the political and military indications during stage II of an insurgency?
A
a. Destruction of administrative machinery by aggressive means.
b. Preparation of battlefield area to include the following:
c. Storage of arms, ammunition, equipment and foods in selected area
d. Intelligence survey of the capabilities of SF and the area of the proposed operations.
e. Preparation of secret routes of ingress and egress.

What are the conditions which have to be met when the stage III of insurgency can be said to have commenced? BC-PI-S3H
A
- The bulk of population has been won over and politically mobilized.
- Civil administration has collapsed.
- Preparation of battle area is complete.
- Intelligence agencies of the government have been made ineffective and hostile’s agencies are dominant.
- A stage has been reached when the government has to act in the manner desired by the hostiles.
- The strength of SF in the battle area is such that their destruction will result in the collapse of entire military control of the territory.
- Security forces located outside the battle area cannot reinforce the forces in it.
- Hostile forces are mustered in overwhelming strength to achieve their mission
