- A sound intelligence network.
- Destruction of the hard-core of the hostiles.
- Completer co-operation between the different agencies of the Government engaged in combating insurgency.
- Isolation of the guerillas from the people supporting them.
- Improved administration of ravaged area.

Fraternization and Military Civic Action.
A
- Women should not molested. They should be treated with respect.
- Looting under the pretext of collection of souvenirs must never be permitted.
- Nothing should be taken forcibly from the people. Everything should be paid for.
- No forced labor should be taken from the villagers; the services rendered by them should be promptly paid for.
- Village elders, religious and school teachers should be treated with respect.
- The villagers should be treated in a considerate manner, they should not be tortured beaten or bullied.

Military Civic Action should be based on the following principles.
A
- A project originated by the local people and then adopted by military unit is more desirable and has a greater chance of success than one conceived elsewhere.
- A project must have short completion time or have phases that provide frequent opportunities to evaluate its effectiveness, the continuity of the project till its completion, must be catered for.
- The result should be visible to the public.
- The result should demonstrate to the public the benefits of an association with the military and civic authorities.
