What was the Three- Fifths Compromise?
This resolved the issue over how a state’s slave population would count toward the number of representatives the state had in Congress. It was decided that three fifths of a state’s slaves would count toward the number of representatives.
What did Federalists want/believe?
Federalists believed in a strong central government and wanted the Constitution to be ratified.
What did anti- Federalists want/believe?
Anti-federalists believed that a strong central government would take away individual rights and freedoms and that the states would lose too much power. They also believed that there were not enough checks and balances for the federal government.
What made the Articles of Confederation ineffective?
They created a single branch federal government with limited power and no president
What were some causes of inflation?
When states began to print more paper money to help pay off debts from the Revolutionary War.
Difference between New Jersey Plan and Virginia Plan.
The NJ Plan was favored by the smaller states. It called for a one house legislature in which each state had the same number of representatives.
The VA Plan was favored by large states because it called for a two house legislature in which each state’s number of representatives would be determined by a state’s population.

Why did some federalists believe a Bill of Rights was unnecessary?
Checks and balances would prevent the branches from abusing power.
What were some issues with other countries under the Articles of Confederation?
Spain- They closed off the mouth of the Mississippi River to US ships which hurt American trade.
Great Britain- Were slow to leave forts they occupied after the signing of the Treaty of Paris. They also closed ports to US ships in the West Indies.
What were the Federalist Papers? What did they say? Who wrote them?
