Pros for Global Governance Institutions (GGI)
- unify the norms
- create norms and information that enable member states to coordinate their behaviour in mutually beneficial ways
- reduce Transaction costs, create opportunities to demonstrate credibility
- Provide public goods, including rule-based, peaceful resolution of conflicts
Cons for GGI
- Global Institutions Lack the Kinds of formal accountability Mechanisms that are generally found in national and local governments
- Not democratic Processes
- GGI have neither a popularly elected executive, nor a directly elected parliamentary arm for oversight, nor their own judiciary
What is the negative impact of GGIs?
- Regulatory Agencies have become so large and influential
that many of their (especially smaller) state members lack the
power to hold the institution sufficiently to account for its
impacts on their citizens - Stronger as well as weaker states often demonstrate a lack
of energy in exacting accountability from global governance
bodies. - A number of important global governance arrangements
such as the Group of Eight (G8) and the Organisation for
Economic Cooperation and Development (OECD) have far reaching impacts on countries spread across the globe whose
governments are not members of the institution in question.
Current problems of GGI legitimacy
- GGI operate through private regulatory bodies where states are not members at all
- membership often requires intrusive rules
- distribution of power (consider the influence of the money)
Distribution of power in SGBs?
- unification of rules paved the way for the first IFs.
- the IFs were able to consolidate their monopolies as global regulating bodies consistent rules
What is the main struggle to keep autonomy in the sports world?
- Autonomy is a deeply ingrained and cherished principle in the sports world (Specificity)
Legal authority in a country and legal authorities in sports (leads to a conflict)
Descriptive approach to GGIs legitimacy?
- Play a constitutive role (need certain condititons to solve conflicts , to set rules)
- Provide legal certainty
- Coordinate joint actions in mutual
beneficial ways. (Buchanan & Keohane, 2006). - GGI are instrumental.
- Sport Global Governance Bodies (SGBs)
are probably both, the first and more
efficient GGI. - Efficiency fighting global threats.

Why does legitimacy matters?
descriptive legitimacy:
- The end of compliance:
* Strengthen efficiency
* Consequentialist basis.
* Ends and means.
normative legitimacy:
- The reasons of compliance:
* If and only if GGI are legitimate can:
* Claim autonomy to rule (Specificity of Sport)
* Give moral independent reasons to comply

The requirements of SGBs legitimacy:
–> reinforce normative legitimacy:
- fighting corruption
- when efficiency fails
- democratic procedures
- commited with strong moral values of sport
- Reinforcing transparency &
standard of accountability
* Transparency.
* Available information
* Seek for collaboration
* Open to other normative power
and Courts
* Improve internal democracy
* Open to people participation
* Standards of democracy for
National Federation.
* Individual rights. Individual

A complex standard of legitimacy
- Taking seriously both sides of legitimacy
- Strengthen descriptive legitimacy.
- Improve efficiency
- Normative legitimacy the way to keep SGBs’
autonomy. The right to rule and ask for
compliance. - Values education/commitment.
- SGBs must lead by example
Integrity in a word
= is a keystone concept
- Moral concept / a cluster
- Strong coherence among means and ends
- In doubt moral commitment prevalence
- Integrity is the reason to trust SGBs action
- Once has been they deliver the benefits of properly coordinating global sports
- Commitment with the values
- Consistent in the action with the values
- First ensurance of the values (equality) and then the competitions (contrary to Jim)
