SOG 5-7-07 Incident Accountability System Flashcards
Purpose
-Identify a system of incident site firefighter accountability to account for all firefighters at any given time within the “hazard zone” of any incident.
Hazard Zone
Any area that requires an SCBA or in which a firefighter is at risk of becoming lost, trapped, or injured by the environment or structure
Accountability System
- Personal commitment to work within the safety system of an incident, firefighters are responsible for self and crew
- Following orders
- Communicating change in location
- Staying together as a crew
- Crews entering hazard zone supervised by a designated supervisor
- No freelancing
Initial Accountability
IC will take Command and Accountability during initial radio report before passing it on to Battalion Commander
Accountability Officers and Branch Directors
- Accountability officers assigned by IC
- Accountability Branch Director may be assigned if incident escalates, responsibilities include:
1. Develop and implement plan designed to track and account for all personnel working in the hazard zone
2. Ensure that Accountability Officers are implemented in each division/group as necessary
3. Request and manage division/group resources as needed
Onboard Apparatus Riding List
Small dry erase board and pens to record current crew members assigned to the apparatus
Conducting a PAR
-Personnel Accountability Report
-Incident wide PAR required:
Any report of missing/trapped firefighter
Switch from offensive to defensive strategy
Hazardous fireground event
10 minutes elapsed time (alarm room conducts)
Fire “Under Control”
Point of Entry Control
Designated Accountability Officer may be assigned to track companies entering Hazard Zone.
Multistory/Highrise
Companies assigned to the interior of the highrise structure are to be placed on the accountability board located in the Lobby Control Division, which is responsible for tracking the locations of the companies, divisions, and groups
Terminating Accountability System
At a minimum accountability maintained through “fire under control” report at which point a PAR is obtained. Command then determines whether or not to continue formal accountability system
Rapid Intervention Teams
- RIT
- Must be aware of locations and assignments of all crews operating on the fireground.
Lost/Missing Firefighter
- Absent member of any crew automatically assumed to be lost or trapped in the hazard zone until otherwise determined safe
- Absence must be immediately reported by company officers to command
Firefighter Accountability Responsibilities
Responsible for staying with his/her crew at all times and ensuring that Telestaff reflects his/her current assignment
Driver Accountability Responsibilities
May be tasked with the role of Accountability Officer. Responsible for ensuring that Telestaff reflects his/her current assignment.
Company Officer Accountability Responsibilities
Responsible for keeping crew intact at all times and that Telestaff is current and accurate.
- May be assigned Accountability Officer.
- Company Officers will notify the Accountability Officer when entering or leaving through an assigned point of entry
