- Educational maintanance allowance: launched a financial system applicable to students ages between 16-19 whse parents had a low income
- sure start: network of orgaisations was set up to work with parents to be targeted families from lower class backgrounds
- The new deal: unemployed were offered voluntary work for 6 months or full time education, if they refused they would lose benefits
