Morally and ethically acceptable behaviour
Eg it is immoral to be cruel to animals
Public perception of crime
Thing that were once considered criminal my no longer be such as domestic abuse, also how crime is prioritised
Structure of society
There has been significant change
Gender equality - used to be very patriarchal and the status of women improved
Religion - structure is more secularised meaning religion has less influence and people who identify as Christian has gone 66% in 1983 to 38% in 2018
Demographic changes
The population has significantly grown
Sexuality- from 1.6% to 2.7% then 3.1%
Ethnicity - increased migration meant the minority rose from 12% to 26 % in 20 years
Culture change
Cultural shift in what is and is not considered deviant and people experiencing more cultural diversity

Public perception changed as people thought it was wrong to prosecute people in their own home

Social values, norms and mores, heterosexuality was still the norm so wanted to prevent the ‘promotion of homosexuality ‘ under section 28
3rd policy change for homosexuaity
Demographic and structural change, more people being openly LGBT+ in the UK so more tolerance
