what is the procedure for first filling?
- water hose rigged from jetty to 1st filling connection and subsequent valves to barge
2.bulk storage tanks fill with water discharge at barge shows tanks full of water
3.hoses are rerun from fuel supply to subsequent valves first filling point connected to barge
4 start filling once discharge of fuel at barge tanks are full
5.disconnect hoses (avoid spillage) and tow barge away

by using sheathed fuel pipes.
