Site Preparation

A

the preparation of a site for the clean up activity is just as important as the clean up itself . preparation is necessary to ensure emergency response operations go smoothly and workers are protected.
if site preparation is not conducted properly the health of those doing the preparation as well as those doing the clean up can be endangered.

Steps in site preparation include:

construction of roadways
elimination of hazards
installing skid resistant strips on slippery surfaces

Site Work Zones

A

to reduce the spread of hazardous substance in a contaminated area work zones should be established.
as many work zones should be created as needed to meet the operational and safety objectives. separate zones shoiuld be coreated to distinguish different levels of PPE. to prevent cross contamination
workers and equipment should not be transfererd between zones.

Establishing work zones ensures:

  • personnel are properly protected against hazards specific to the area where they are working.
  • contamination is confined to the designated areas
  • personnel can be located and evacuated in an emergency

Rules

A

There is no specific rule on the number of zones that should be created on a specific work site. Create as many as needed to meet the safety objectives. Separate zones are created when hazards vary from one location to another cresating the need for different types of ppe.

  1. exclusion zone
  2. contamination reduction zone (CRZ)
  3. support zone - used for the decontamination process

each boundry line within the zone has specific names

  • Hot line - the outer boundary of the exclusion zone
  • Contamination reduction corridor - passageway between exclusion one and
  • the support zone used for the decontamination process

zone designation should be based on the types of operations to occur onsite. the flow of personnel and equipment desired, sampling and monitoring results, and the evaluation of potential routes and amount of contamination dispersion in the event of a release.

to prevent cross contamination from contaminated areas into clean areas, movement of personnel and equipment should be restricted to access control points. if feasible it is better to have separate personnel and equipment entrance and exits.

The Exclusion Zone

A

The contaminated area where the work is performed.
It is referred to as the The hot line is the outer boundary of the exclusion zone. Some actiities performed in the exclusion zone include site contact or characterization and clean up. Most activities in hazard areas should be performed with a buddy or performed in line of sight contact or communication contact with the command post supervisor in the support zone. Sometimes such as during asbestos clean up the exclusion zone may be sealed off with plastic and put under negative air pressure so that no contaminants can escape the immediate area.

The Buddy System

A

most activities in hazardous areas should be conducted with a buddy who is able to :

  • to provide his or her partner with assistance
  • observe for heat or chemical exposure
  • check the protective clothing
  • notify the command post supervisor if emergency help is needed.

the buddy system alone may not be enough for help in case of an emergency.
workers in the exclusion zone should be in line of site contact or communciation with the command post supervisor.

Hot Line

A

the establishment of the hot line is based on :

  • the determination of the location of the hazardous substances, drainage, leakeage , spilled material and visible discoloration.
  • evaluation from the initial site survey indicating possible presence of combustible gasses, organic and incorganic, particulates , vapors, ionizing radiation,
  • evaluation results of soil and water sampling

The hotline is not permanent and is subject to change as more information about the exclusion zone becomes available . The hot line should be clearly marked with
signs, plackard or hazard tape . physical barriers such as a fence should enclose the area.

Contamination Reduction Zone

A

CRZ is a warm zone or a transition zone. prurpose is to reduce the probablity of contamination in the clean supoprt zone. the contamination reduction corridor is the passageway between the hot zone and the Support zone.
the CRZ’s primary function is a place for decontamination.
hazards are monitored here for spread of contaminatnts, and PPE is required.
if contaminats are detected in the CRZ an evaluation of the size of the hazard zone is necessary the hazard area may be enlarged depending on the size of the spilled containment.

Support Zone

A

a support zone is the area beyond the range of potential contamination. The person in charge stay in this area and access should be controlled.

Support zone tasks and functions include:

  • equipment and supplies layout
  • assisting entry and back up teams in dressing
  • control post copmmand
  • Logging data
  • communications

A

when locating these facilities within the support zone. These factors should be considered:
- accessibility - ensure good topography, open space, specific location of highways and railroad tracks, ease of access for emergency vehicles

  • Resources - adequate roads, power lines, telephones, shelter and water.
  • visibility - ensure line of sight to all activities in the exclusion zone
  • wind direction - locate degree upwind of the exclusion zone if possible.

distance - locate a measure as far from the exclusion zone as is practical

Site Security during working hours

A
  • maintain site security in the support zone and access control points
  • establish an identification system for identifying authoriszed persons and the limitation of their approved activities.
  • assign respoinsibility for entry and exit requirements
  • erect a fence or other physical barrier post signs have guards patrol the perimeter
  • evaluate all visitors making sure ther eis a valid purpose and they are trained. have trained site personnel accompany all visotors and provide them with the appropriate equipment.
