The Tulughma system is a hierarchical system of command and control used in the military strategy of the early Muslim expansion. It was based on the division of the army into units of ten, each being led by a Toli or Mal (“Captain” or “Commander”). Ten Tolis were then grouped together and placed under the command of a Yabghu or Sardar (“General”). Ten Yabghus were then placed under the command of a Khan.
This system allowed for effective coordination and control of the army at different levels of the hierarchy. It also provided a certain degree of flexibility in the deployment of the troops, as the commanders of the lower levels could adapt to changing circumstances. However, the system also had its shortcomings, such as a lack of communication between the different levels and a potential for confusion and miscommunication in battle.
