- local authorities in disadvantaged areas have less money to spend on facilities
- don’t have a lot of freedom with money
- money provided my be limited to maintain or improve services

- profit making
- provision if high quality
- target better off people
- high membership fee
- no public service commitment
What are the advantages of private sector?
- can restrict membership to keep numbers down
- meet individuals requirements
- react quickly to meet a demand
- enough money to improve facilities
What are the disadvantages of private sector?
- expensive to join (not available to everyone)
- socially exclusive
- social exclusivity which discourages other people from joining
What are the characteristics of voluntary sector?
- provide grassroot
- run on a profit and loss basis
- participants pay through their match subs
- run by members of the community
What are the goals of voluntary sector?
- provide grass roots of sports
- increase participation and equal opportunities
- improve performance levels in their sport/look for talent
- meet up with people with similar interests
What are the advantages of voluntary sector?
- wide range if activities
- lots of financial support
- all kinds of abilities
- run by volunteers (low/no pay) so no financial problem
- financial support from govern and sponsorship
What are the disadvantages of voluntary sector?
- lack of a planning and control
- no equal opportunities remit
- club can collapse when volunteers move away
- can be socially exclusive
- people can be encouraged but not demanded
- financial support can’t be guarantied

A government regime aimed at improving the quality of local government services including leisure and recreation

Private sector
What is the main aim of best value?
Improve the quality of Jesuits and recreation facilities provided by local councils
What are the 4 C’s?
Challenge - are they doing as well as they can?
Consult - monitor costumer satisfaction and local community
Compare - their services against other councils + voluntary and private sectors
Compete - show in-house service is the best way otherwise gov will switch to give money else where
