- Surprise and Tactical Flexibility
- Helps distract or pull focus from a landing
- Helos, Ospreys, LCACs have longer range and distract/force the enemy to spread out their forces to cover more area. Allowing slower vessels to move to the objective.
- Avoids buildup of forces on the beach head where they’re vulnerable.
What is the purpose of Foreign HA Ops
Military forces provide a secure environment to allow humanitarian relief efforts to progress
- Reactive, disaster relief
- proactive, humanitarian and civic assistance
- LCE is frequently the Supported element

Title 10, U.S. Code, Section 401
- Must be carried out in conjunction with HN military and/or civil personnel
- Shall complement and may not duplicate any other form of social or economic assistance from another US Dept or agency
- May not provide (directly or indirectly) to any individual or group engaged in military or paramilitary activity
- Must be specifically approved by US DoS
