What were the outcomes of the Goldwater-Nichols Defense Reorganization Act of 1986.
Added Commander in Chief (CINC) level to chain of command to unify across service boundaries. In 2002 CINC was changed to Combatant Commanders because POTUS is the only CINC.
What is a TOE or TO&E
- Prescribes the normal wartime mission, organization, personnel and equipment requirments for a military unit.
- Not an authorization document, it is the basis for the MTOE
