  • When all lesser means have failed or cannot reasonably be employed

AND circumstances:

  • To prevent or interrupt serious offenses against other persons
  • Apprehension or arrest of a person who has committed an above offense
  • To prevent escape of a person who poses a threat of serious bodily harm to others
  • Maintain lawful order under circumstances described above
