Define AT (of ATFP)
Defensive measures used to reduce vulnerability of individuals and property to terrorist acts.
Define FP (of ATFP)
Security programs designed to protect service members, civilian employees, family members, facilities, information, and equipment in all locations and situations.
Planned and integrated actions of:
- Combatting terrorism
- Physical security
- OpSec
- Personal Protective Services
What is the purpose of FP Conditions
- Standardize the DoD’s identification of and recommended preventive actions
- Means for a Commander to apply an operational decision
Who may add to / subtract from FPCon Measures
Military CO’s or equivalent DoD civilians may implement additional FPCon measures from higher FPCons.
Subordinate CO’s and equivalent civilians may NOT lower and FPCon or associated measures
When does FPCon Normal apply?
Global threat of terrorist activity exists and warrants routine security posture (last time was 10SEP2010)
When does FPCon Alpha apply and how long can it be maintained?
- When there is an increased general threat of possible terrorist activity against personnel or facilities, nature and extent are unpredictable.
- Can be maintained indefinitely
When does FPCon Bravo apply and how long can it be maintained?
- Increased or more predictable threat of terrorist activity exists.
- Sustaining Bravo for prolonged periods may affect operational capabilities and relations with local authorities.
When does FPCon Charlie apply and how long can it be maintained?
- When an incident occurs elsewhere or intel is received indicating some form of terrorist action or targeting of unspecified personnel or facilities is likely.
- Charlie mesures will create hardship and affect the activities of a unit and it’s personnel
When does FPCon Delta apply and how long can it be maintained?
- Applies in the immediate area where a terrorist attack has occurred or when intel has been received that an attack is imminent.
- Usually a localized condition
- Not intended to be maintained for extensive periods
Define deadly force
Force used with the purpose of causing death or serious bodily harm, or which a reasonable prudent person would consider likely to create a substantial risk of causing death or serious bodily harm.
When is deadly force authorized?
- Only under conditions of extreme necessity
- As a last resort
- When all lesser means have failed or cannot reasonably be employed
AND circumstances:
- Self-defense/defense of others
- Defense of property involving national security
- Defense of property inherently dangerous to to others
- To prevent or interrupt serious offenses against other persons
- Apprehension or arrest of a person who has committed an above offense
- To prevent escape of a person who poses a threat of serious bodily harm to others
- Maintain lawful order under circumstances described above
Define Less Than Lethal Force
Weapons or equipment that is not intended to kill but when applied could cause death or serious bodily harm.
Ex handcuffs, batons, working dogs, vehicles, chem spray
Describe Escalation of Force
Shout, show, shove, shoot
Shout, show, shove, spray, club, dog, deadly
Define ROEs
Directives issued by a competent military authority that delineate the circumstances and limitations under which U.S. forces will initiate and/or continue combat engagement with other forces.
- Vary with AO, environment, and progress of fight
- Usually set by JTF commander or higher
- Minimize civilian casualties or collateral damage
Requirements of ROE
- Positive target ID
- Hostile act/intent
- Do not engage if surrendered, injured, disarmed
- Do not attack civilians unless in self-defense or defense of others
- Do not target infrastructure, lines of communication, economic objects
- Minimize civilian collateral damage
