Acting
when used in conjunction with the title of a rank of the uniform force shall mean that the member so designated is temporarily assigned to perform the duties of that rank during the period assigned in accordance with the terms of the collective agreement
Senior Officers
Fire Chief, Deputy Fire Chiefs, and Assistant Deputy Fire Chiefs
Officer in Charge
The most senior Officer in rank on-duty and in command of one or more fire fighting crews or divisions
Senior Officer in Rank
An officer of any rank who has served the longest period in such rank
Subordinate
A member who stands lower in rank or classification than another
Members
The term “member(s)” includes all personnel of all ranks, or classifications in the fire and Emergency services
Official Channels
The forwarding of , or transmitting of Official Orders, correspondence or messages through the intermediate officer in ascending or descending order of rank

Photocopied or printed memos issued to all members of Fire and Emergency services, issued by the Fire Chief or Deputy Fire Chief.
Fire Fighting Personnel Memos
Photocopied or printed memos issued to all members of the Fire Fighting Division by the Assistant Deputy Fire Chief.

Daily Report
Captains shall prepare the daily Report in the Daily Station Log as an accurate and complete history of their Station for a complete shift. The roll call shall be called not later than 0700 hours and 1700 hours (unless times are otherwise ordered by the Fire Chief) Members shall report for duty mentally and physically fit and of neat appearance. Any exception to the rules shall be reported tot he on-duty DC.
When a member is off sick or on compensation
it shall be so noted in the Daily Station Log, exclusive of days off
In case of a member failing to report for duty….
the Officer in charge shall record the particulars on an Incident Report and forward the report through his superior Officer tot he Fire Chief
Affect the Transfer of any member
Captains shall not, in any circumstance affect the transfer of any member without the permission of the DC.
Captains shall act with respect and courtesy, and

They shall not allow members to speak….
….disrespectfully about or to superiors
All rise and remain standing until acknowledged
They shall ensure that whenever a visitor, member of Council, Fire Chief, Deputy Fire Chief, Ass. Deputy Fire Chief or Division Chief of the Department visits the Station, all members shall rise and remain standing until acknowledged.
Visitors in Dorms
Visitors shall not be allowed in the dormitories, unless accompanied by the Officer in charge.
Visitors requested to leave the station..

Political Meeting or Gathering
They shall ensure that no political meeting or gathering of persons shall be permitted in service buildings, except on permission from the Fire Chief
All apparatus and equipment located in their respective Stations
They shall be held responsible for all apparatus and equipment located in their respective Stations and shall see that the same is kept in proper order and ready for immediate use.
Record in the Station Log?

Apportion of Duties
They shall apportion duties among their members as fairly as possible.
Be at their Stations
They shall, at all times while on-duty, be at their stations, except when absent at fires, emergencies, with special leave or for Fire Dept. business.
Members to leave the Station premise
They shall not grant permission for nay member’s on-duty to leave the Station premise without their DC permission.
All members respond to emergencies
They shall ensure that all members on-duty under their command respond to emergencies when response is made by their apparatus.
When responding to an alarm
- ride beside their driver
- ensure the driver complies with the Highway Traffic Act
- and that the driver knows the location of the alarm and responds by the most direct route
Sirens on apparatus.
To guard against collisions and accidents, sirens on apparatus shall be sounded at short intervals at the Officers discretion, keeping in mind such as schools, hospitals, pubic assembly halls, etc. to avoid panic.
No sirens or red lights shall be used when…
…responding to know check calls or when returning from an alarm or when “filling in” at another Station. However, red emergency lights may be used with discretion if poor visibility or traffic conditions prevail.
Apparatus involved in an accident or breakdown…
When apparatus is involved in an accident or breakdown, the Comm Op shall be notified immediately, with a short description of what has occurred.
Accident where damage exceeds $1000.00 or where there is personal injury
Captain shall see that the apparatus and driver remain at the scene until police have obtained the proper information
-notify DC asap
Accident where damage is less than $1000.00 or where there is no personal injury
The Captain shall be responsible for the driver remaining at the accident to obtain the necessary information while the apparatus proceeds to the alarm. In all cases, the Corporation insurance form must be completed and forwarded immediately to the Fire Chief
The first Captain to arrive at an alarm shall…
…exercise command and control or may pass command over to another arriving officer until a Chief Officer arrives and takes command.
Captains in charge of Pumper crews….
shall in normal circumstances be with the nozzle at fires to direct its movement under the direction of a Chief Officer.
Traffic and Hose lines
Captains shall see that traffic is not allowed to cross over hose lines. However, when a fire is under control, they shall clear the streets as quickly as possible to facilitate movement of traffic.
Apparatus taken into a blind end.
Fire apparatus shall not block, nor be taken into, a lane having a blind end, unless ordered by a chief Officer
Captains assigning a member to fire watch.
- Members shall be instructed to allow no one to enter the premise.
- OFM, Service Investigator or the Senior Police Official at the scene, upon presentation their approved credentials shall be allowed to enter.
- The owner or occupant of the premise under investigation shall not be allowed to enter until sanctioned by a Senior Officer or Arson investigator
Articles of Value found at any alarm.
…shall be turned over by the Captain to the Chief Officer in charge.
-A receipt must be obtained or the transfer duly witnessed for any article given to the owner or to a Police Officer.
When a shift is at an alarm, the Officer of the relieving shift shall
- call the roll at the appointed time
- notify the Comm Op and standby for further instructions from the officer in charge of the alarm.
Hydrant malfunctions or used
They shall notify the Comm Op whenever a fire hydrant malfunctions, and when used during cold weather (October 1 to March 31st) and the Region Water Works shall be notified.
Info required for the completion of the fire report or CAD system reports.
They shall telephone to the DC such info, as may be required for the completion of the fire report or the CAD system reports.
If after returning from an alarm, Service property is found missing, broken or out of order….
…..such details shall be recorded on a City of Brampton Incident Report, as well as, a Defective or Missing Apparatus Report, forwarded to the DC with copies sent to Admin and the Div/C of A&M.
They shall keep a record in the Station log of each
-occurrence attended i.e. date, times, names, location, nature and equipment used.
Vehicles other than City owned or leased
They shall ensure no vehicles other than City owned or leased, shall be allowed within any station unless so specified by the Fire Chief.
Apparatus fuel tanks.
They shall ensure that apparatus fuel tanks are kept at least 3/4 full.
All Apparatus and equipment shall be tested in accordance with….
…the specula rules and regulations established for that purpose.
Hose and Hose beds
Captains shall see that hose is properly cared for and dried when on apparatus. Hose beds shall be changed on the designated day of each month and so reported on the Daily Station Log Book.
Snow removal
They shall keep the Station driveways, tarmacs, parking lots and sidewalks clean and free from snow and other obstructions in accordance with the department P&P and SOGs
No waste of….
hot water, electricity, fuel or station supplies
Ensure station doors…
are kept closed, with the exception that in warm weather overhead doors may be opened to allow air circulation
-all doors are closed before leaving the Station for any reason.
Gambling
of any kind with any instrument or device is strictly prohibited and if indulged in the Captain shall notify the DC and prefer charges
Loitering
Captains shall see that members do not loiter at the approaches of the Station or the vicinity thereof during service hours
Floor watch
They ensure that a floor watch is carried out in each station id so directed by their DC
15 hours of Training
They shall see that their crews receive 15 hours training each month, as set down by the Div. of Training. Training shall be so conducted in compliance with the time and day of the weeks so as to create no obnoxious noise to the neighbouring residents
No members shall vacate the station unless
for the purpose of carrying out the duties of the Service.
Review the rules and regulations
Captains shall assemble all members of their Stations on duty to review the R&R new or revised Orders, or other pertinent info as deemed necessary.
All memos, training bulletins, polices and procedures, and SOGs shall be…..
….be read, logged, and filed in the appropriate binder in accordance with department policy.
Evaluate the fire fighters assigned to his station.
The Station Captain shall evaluate the FFs assigned to his station. A new recruit serving a probationary period shall be evaluated monthly. The station officer shall evaluate the FFs assigned to his station using the performance appraisal annually. Recruits are to be appraised monthly and if at any time such persons is found inefficient or their service unsatisfactory for any reason, the Fire Chief will be notified in writing
If a member is not fit…
They shall not permit a member to commence a tour of duty or continue the tour of duty, if in their opinion the member is not fit.
Perform such other duties…
They shall perform such other normal duties as may be prescribed by a Chief Officer.
Pagers
They shall ensure that they and all members of their crew wear their pagers at all times when on duty.
Duties of Members - All matters pertaining to or affecting the Service….
proposed or contemplated by members, shall be submitted to the Fire Chief in writing, before any action is taken. The members are strictly forbidden to take part in any proposition contemplating any effect, directly or indirectly, upon the Dept. or its operation, except after consultation with the Fire Chief.
All Official Communications….
….shall be forwarded through “Official Channels” to the Fire Chief.
Unfairly dealt with by orders or conduct of a superior officer.
Any member of the Service considering themselves unfairly dealt with by orders or conduct of a superior officer, or from any cause, may refer to the Fire Chief through proper channels.
Members desiring an interview with the Fire Chief, Deputy Chiefs or Ass. Deputy Chief….
… to discuss other than Service business shall arrange for an appointment through their respective Admin. Assistant.
Desiring a transfer…
Members desiring a transfer to another Station, Platoon, or Division shall apply through the proper channels tot he Fire Chief stating reasons in writing.
Change in address
Members shall notify their DC or Div./C, Admin and Comm. of any change in their address or phone number within 48hrs of such change.
Found to be under the influence
Any member of the Service reporting for duty , or found while on-duty or in any fire station to be under the influence of intoxicants or drugs, shall be immediately relieved of duty. Upon written notification of the Fire Chief, the member shall be subject to suspension and/or dismissal. The management has the right to inspect a members locker or desk for drugs and intoxicants for the purpose of identifying the offender.
Consume alcohol while in uniform…..
No member while in identifiable uniform shall consume any intoxicants or alcoholic beverages.
Smoke on apparatus….
No member shall smoke on apparatus. Members shall not smoke in public unless an Officer at the scene has granted permission.
Submitting an injury report and later seeks medical attention….
An y member who submits an injury report and later seeks medical attention relating tot he reported injury must immediately notify Admin. (comm. on weekends and holidays) of this change of information for the report with the name and address of the Doctor for Workers Comp. purposes.
Campaign for/against political party.
No member of the service shall actively campaign for or against any political part or candidate for public office while on-duty
No member shall, directly or indirectly_________ any _______ or intercession with a Senior Officer or a member of City Council for the purpose of effecting promotion.

Transfer from station or Platoon..
Members shall be transferred from Station to Station and/or from Platoon to Platoon at the discretion of the Fire Chief with the efficiency of the Service in view.
Addressing Officers and Acting Officers….
All Officers and Acting Officers, when on-duty, shall be addressed by the title of their rank by all members of the Department. They shall be treated with courtesy and respect.
Rise and remain standing until acknowledged.
When a visitor, member of council, Fire Chief, Deputy Fire Chief, Ass. Deputy Fire Chief, DC or Dv/C of the Service visits the Station, all members shall rise and remain standing until acknowledged.
When a member is addressed by an officer above the rank of Captain…..

Unauthorized use of badges or other Service identification
Unauthorized use of badges or other Service identification is positively prohibited.
Members on long term illness or Workers Compensation shall notify Admin…..
….at least once each month as to their medical progress.
Members unable to report for duty shall notify….
the Comm Op stating the reason for such absence, at least 1 hr before the designated changeover or starting time.
Any member reporting late within a period of 12 months shall be subject to:
First Offence
Second Offence
Third Offence
First Offence-shall warrant a reprimand from the on-duty Captain: and the respective DC or DvC shall be notified in writing
Second Offence-shall warrant a reprimand from the on-duty DC or DvC and the Deputy Chiefs shall be notified in writing
Third Offence-the member shall not be allowed to go on-duty until the DC or DvC has obtained permission from the on-duty Chief. However, a third offence may warrant a suspension or dismissal by the Fire Chief.
Members more than 30mins late and have not notified Comm
will be considered as failing to report. They shall not be allowed to go on duty until their DC or DvC has obtained permission from the on-duty chief.
Members on-duty leaving the station.
Members on-duty shall not be allowed to leave their Station for other than Service business without permission from their DC or DvC.
Selling Service property
No member shall sell or give any other member or person any badge, clothing or Service property, without permission of the Fire Chief. All fire fighting protective clothing, and last issue of regulation uniform, shall be the property of the Fire Department.
Familiar with Rules and Regs.
Members are aware that it is their responsibility to be familiar with the Rules and Regulations at all times.
Corporate Computer use Policy
All members will adhere to the Corp. Computer Use Policy at all times, when using Department computers.
Ceasing to be a members….
Every person who ceases to be a member of the Service shall return to the Officer in charge, all property of he Dept. as required by the Fire Chief.
Reclining?
Only authorized members on night shift will be allowed to recline or retire after 2200hrs, and shall rise by 645hrs, and members on day shift shall not recline or retire at anytime.
Partial uniforms or Fatigues
The wearing of partial uniforms or fatigues will not be permitted when members are reporting to or leaving from their tour of duty.
Wearing protective clothing
Members on duty shall wear the protective clothing required by legislation and department policy.
Failed to respond to Alarms
Members detailed for Station duties shall not refuse or fail to respond to alarms by their apparatus and shall perform such duties as the Fire Chief may assign.
All Fire Service property
shall be handled and used with due care and consideration.
Apparatus
shall be cleaned and hose changed when necessary after every alarm.
Valid Drivers License
Members driving Dept. vehicles shall be in possession of a valid license appropriate for the vehicle involved.
Members losing their right to drive….
Shall report the same immediately tot he Station Captain and their DC, giving full particulars as to length of suspension, etc. Members will not be allowed to drive Dept. vehicles until such time as the DC has seen and recorded the renewed license.
Apparatus checked…
Apparatus shall be checked and operated at the beginning of each shift as per the Fire Dept. operating procedures.
Highway Traffic Act.
All apparatus shall observe the Highway Traffic Act (ontario) and be brought to a complete stop at red lights and stop streets.
Safety Precautions
Safety Precautions shall be observed at all times by drivers when driving fire apparatus and drivers are reminded that the safety of the firefighters and apparatus is solely their responsibility.
The most direct route
It is also the responsibility of the driver to know the most direct route to the location of any emergency.
Seat Belts
All members shall where seat belts when Fire Service vehicles are in motion in accordance with the Highway traffic Act.
Members’ private cars
shall not be used for service purposes without authorization from the Fire Chief
Current full dress uniform.
All personnel shall have a clean, current full dress uniform available at all times when they are on duty.
Service Telephones
Shall not be used for other than service business unless absolutely necessary, and these calls must be limited to 5 mins. Perhaps telephone calls may be made at shift Officers discretion.
Profane language
No member shall use profane, immoral or indecent language or be guilty of conduct, which may be prejudicial to the good reputation, order and discipline of the Service.
Accepting Gifts
No member shall directly or indirectly shall solicit or accept from anyone, gifts, money or other articles as a reward for services rendered in carrying out their duties.
Finding articles of value
Members finding articles of value (money, jewellery) at a fire, shall hand them over to the Officer in charge of the Fire.
Members assigned to guard a premise after a fire.
- shall be equipped with radio communications
- shall allow no one to enter the premise
- Members of OFM, Service Investigator, or Senior Police Official upon presenting their approved credentials shall be allowed to enter.

Supplying info

Members requesting Bereavement Leave

Working in another members place.
Members shall not be allowed to work in another members place unless permission is obtained from their DC.
Cellular Telephones
…which have not been issued by BFES are not to be worn by firefighting personnel while responding to, or while at the scene of any occurrence.
On-duty time…
All members of the service shall devote their on-duty time to the business of the service, and are expressly prohibited from engaging in, or giving their personal attention to, any other business during their tour of duty.
Harmony, fellowship and good public relations.
Members shall strive, individually and collectively to promote harmony, fellowship and good public relations within the service and within the municipality.
Members absent from work due to…..
injury, workers comp., chest pain or an illness of 3 days(shifts) or more, will be required to produce a MAF prior to being permitted to return to duty.
Failure to comply with any service Rules and Regs….
…may warrant a suspension and/or dismissal.
