The 2 main objectives of the Fire Service are:
1-To prevent fires
2-To reduce the loss of life and property if a fire does start.

Line Divisions
The Div. of FF and Fire Prevention direct their efforts to achieve objectives of the fire service and therefore are called “Line Divisions”
Staff Divisions
The other Divisions direct their efforts to support the line divisions and are called “Staff Divisions”
Line Authority
The Authority that a supervisor has to command and issue orders to his subordinates. Every officer within a division will have “line authority” over subordinates within that division
Staff Authority
In relationship between divisions, advice can and should be encouraged. Every member of any division has the authority and responsibility to offer advice to any other division through the proper chain of command. This authority is called “staff authority”
Functional Authority
Is granting of a small area of line authority to someone who normally exercises a staff relationship. This is usually granted because of the technical expertise of the person being granted functional authority. This type of authority is limited in both scope and time, must be clearly defined, and it must be clearly understood by all concerned parties.
Unity of Command
In order for confusion to be avoided, each member in the organization should receive orders from only one person. In turn, he/she should provide feedback required to that same person. i.e. FF receive orders from Company Officers, Company Officers receive orders from DC, and DC’s receive orders from PC’s
Span of Control
is the number of people directly supervised by one person.
- to be an effective supervisor - Span of control must be kept to a manageable level.
- Can be changed based on the situation.
- Standard level is 5 - emerg. situations it may be reduced, lecture where audience is large span is increased.
Coordination at all levels
If the organization is to work efficiently, the efforts of each division must be coordinated with that of other divisions.
-effective way of encouraging coordination is by holding regular meetings within divisions and between division supervisors at short time intervals, ope lines of communication — will help to ensure that each division knows what the other divisions are doing and how their efforts are contributing toward the overall achievement of the organizational objectives.
