After the Soviet Afghan war the policy of detente
Was badly damaged
Detente became more in danger when President Carter was succeeded by
President Ronald Reagan in 1981
Ronald Reagan was a hardline
Anto communist
Reagan did speeches on
Anti Soviet and called them an evil empire. This increased hositility between the two.
Reagan did not believe inndetente however
He was willing to negotiate witn the USSR but only from a position of strength.
Reagan wanted to increase the Americans defence budget.American intelligence met in 1976 suggesting that the
USA had underestimated the USSR’s nuclear strength and felt like they had to catch up
In 1980 America spent
£550 billion a year on conventional and nuclear weapons
Reagan also re authorised some weapon programs
That had been abandoned by detente
Alos the USA began creating the neutron bomb -
A bomb designed to cause maximum loss of life but miniumum loss of property
Relations between the superpowers got worse when Reagan announced his
Strategic Defensive Initiative ( SDI)
In March 1983 Reagan announced his
Strategic Defensive Initiative (SDI)
What did the programme (SDI ) consist of
A programme that would develop weapons that would be deployed in space and that could destroy nuclear missiles after they had been launched
SDI was the perfect
Defensive psystem - even nuclear missiles heading to the US could be stopped.
Why did Reagan change his attitudes
Because in 1985 Gorbachev came inro power.
What dis Godbachev do
He proposed radical reforms and was far more open towarss the West.Reagan realised the USSR was being steered in a different direction.
