What is the difference between section 83 and 84?

What section gives the power to ask for the details of a person believed to be unlawfully at large in a stopped vehicle. Name, address, contact and date of birth. They can also search the vehicle if there are RGTB the person is in or on the vehicle or post K9 or the person is seen fleeing then the power to search the vehicle and seize any EM related to the offence

Secure a Place, Vehicle or Thing for the purpose of the search for as log as reasonably necessary and exclude or direct any person if there is RGTB they will obstruct or hinder the search.

They may also be searched if there is RGTS a dangerous weapon that may cause harm to other people is on that person and immediate action is required to search and seize that item
