What does ICM address?
The in connections, complexities and conflicts between many users of the coastal area with different goals. It requires setting managerial boundaries that capture different elements of the human and natural system. It is designed to overcome splits in jurisdiction along the coast among different governance levels & at the land - sea interface while acknowledging the community initiatives along the coast.
What does experience tell us about not implementing a direct effort with rules and laws?
Without a DIRECTED effort managerial rules and laws are not likely to coincide with the physical sensitivity of unites that reflect different characteristics of the coastal zone

Others say that the spatial and scaler configuration of governance reveals the struggle between stakeholders and decision makers on how to balance development and environmental concerns which is shown with the varying criteria that is used to manage natural resources & coastal zone.
