What do Balaguer et al 2008 propose?
A method for establishing a decision making tool to inform boundary delimitation for ICZM initiatives that is proactive and which is applicable to any coastal environment (not just to do with a specific problem / resource). The proactive tool presented here represents a step towards improving our capacity to make ICZM decisions on a global scale.
Isolated assessments leads to a sectoral planning approach not considering the complexity and interacting processes in the coastal zone.
What does Balaguer et al’s 2008 method integrated?
Environment, social, economic and societal characteristics of the marine and terrestrial boundaries of the coastal zone, starting with shoreline jurisdictional units, increasing in detail through the definition of their function, and within them specify at the finest scale which relevant data may be obtained.
Why do coastal areas need to be defined?
Effective ICZM required that the problem being addressed can be defined within appropriate geographic boundaries that contain causes and effects. ICZM required integration among different dimensions including territorial space, economic and social sectors, habitats and legislations. All of these can be mapped digitally - must be based on data availability, logistic reality and criteria considered most important and influential from a management perspective.
Where did the work on this study focus on?
Mallorca, Spain. A lot of confusion due to ‘blurred lines’ of jurisdiction among different laws, regulations and implementing entities.
What area of Mallorca was focussed on?
Cala Millor - included in 2 municipalities. This exercise of defining boundaries showed that they could coordinate efforts to manage the beach and the protected areas there. Defined according to posidonia beds and MPAs
Where does more in depth focus of setting marine boundaries need to be?
Where tourists and marine areas are substantial, like in Mallorca or eg diver sites in Carribbean / near shore fishing or aquaculture.
What are the benefits of the approach proposed to Baleguer et al 2008.
Proactive decision making tool
Easy to apply
Inform decision making for initiatives similar to ICZM that need an integrated approach. Eg can support SEA- where there is often a lack of physical set boundaries defining the area within which effects must be assessed.
