Generic framework for the definition, classification, monitoring, assessment, reporting and management of estuaries because the existing definitions will never be suitable for all needs - A DIFFERENT APPROACH IS NEEDED.

What does the Expert Judgement Checklist Approach relate to?
European, temperate estuary but there are lessons for estuaries world wide.
Why is a checklist approach needed?
Because legislators need to understand the scientific approach that a wide ranging approach is needed as our environments are far too complex to be summarised be a few sentences
What is acknowledged about estuary definitions?
It is insufficient for scientists to reply on legal and socieconomic definitions drawn up by non scientists. Eg WFD - expert judgement is the last resort to define reference conditions - this paper argues it should be the first resort.
