Rule 11
“Rules apply to vessels in sight of one another”
Rule 12
Sailing Vessels: When two vessels approach each other, to involve risk of collision, one shall keep out of the way of the other
-Port Side view of another ship, they will keep out of the way of the other vessel.

Conduct of Vessels in Restricted Visibility
-Proceed at Safe Speed
-PDV shall have engines ready for movement
-Use of Radar: Determine if close quarters situation is developing
-If the vessel hears fog signal- Reduce speed, take engines all the way off, and navigate with extreme caution.
