It was passed by Eisenhower and the act narrowly extended the powers of commission on civil rights by requiring local authorities to keep records of voter registrations. Both these acts only increased the proportion of black voters by 3 per cent.

It was passed by Dwight D. Eisenhower. The act focused on the voting rights of AA’s. Individuals found preventing blacks from Voting would face a $1000 fine or six months prison - these were only small punishments.
