Even though he was now beyond the control of his old society, Roger was still used to the old rules he had been brought up with of not hurting others or else there would be consequences. This would change as Roger realised there was no real authority and no punishments on the island and thus became more and more emboldened.
“Roger advanced upon them as one wielding a nameless authority.”
Roger’s feeling of authority came from the fact that his barbaric group of hunters were now the dominant group on the island, and so he had sanction to do whatever he wanted without fear of punishment.
“he carried death in his hands.”
He is an executioner. He killed Piggy and, in the final hunt, Ralph fears Roger
“You don’t know Roger. He’s a terror.”
This shows he is even more barbaric than Jack as Roger is mentioned before Jack.
“Roger’s arm was conditioned by a civilisation that knew nothing of him and was in ruins.”
This shows that even Roger knows throwing rocks at other boys is wrong and you can tell that he’s hesitant to break the rules he’s know since childhood.
