The factors to consider when deciding to continue/commence urgent duty driving
Time of the incident, is it in progress?
Nature and seriousness of the incident
Proximity of other units to incident
Environment: weather, traffic, road type, speed limit, pedestrians
Classification of vehicle and driver
Whether warning devices are activated or a silent approach is being used
NO DUTY IS SO URGENT THAT IT REQUIRES THE PUBLIC OR POLICE TO BE PLACED AT UNJUSTIFIED RISK
Use of warning devices
Police must use lights and sirens at all times unless a silent approach is tactically appropriate and can be used safely
Key responsibilities of lead unit driver during a fleeing driver incident
Carry out risk assessment (PCA)
If no passenger, informs COMMS you have commenced a pursuit and maintain contact
Continually use risk assessment
Follow instructions of the pursuit controller and provide regular sit reps to provide them with the information to effectively manage the pursuit
If the offending vehicle stops, make sure the vehicle is contained to prevent any risk of continuation
When risks outweigh the need to immediately apprehend, you must abandon the pursuit
Abandonment procedure must be followed
The fleeing driver abandonment procedure
Acknowledge or advise the pursuit controller that the pursuit has been abandoned.
Slow down to road speed
Deactivate warning devices once below the posted speed limit
Stop as soon as it is safe to do so
Report to pursuit controller that you are stationary and your location
Undertake search phase if authorised by pursuit controller

Land Transport Act
Enforcement officers may enforce transport legislation
Enforcement officer may at any time may DIRECT a person on a road (whether or not in a vehicle) to give their full name, DOB, address, occupation and phone number.
INSPECT, TEST, EXAMINE
Brakes and land transport document
DIRECT a person in charge of a vehicle on a road, DIRECT pedestrians on a road
FORBID an unlicensed driver

Power to require driver to stop and give details
An enforcement officer may signal or request a driver of a vehicle to stop the vehicle as soon as practicable
The driver of the vehicle that is stopped must remain stopped for as long as is reasonably necessary for the enforcement officer to complete the exercise of any powers under this Act.
(No longer than 15 minutes if only using this Act)
On demand of an enforcement officer they must:
Give their full details
State whether or not they are the owner of the vehicle
If the driver is not the owner of the vehicle, give details within their knowledge that may lead to the identification of the owner
An enforcement officer may arrest a person without warrant if they have good cause to suspect the person of having:
Failed to comply with this section or a signal, request or requirement under this section, or
Given false or misleading information under this section
Restraints
We want all vehicle occupants to wear restraints at all times to maximize crash survival probability
We will focus on enabling all operational staff to ensure all road users use restraints or helmets
Impairment
We want to prevent impairment related crashes entirely
We will focus on increased deterrence to minimise the impact of comorbidity.
Preventing a person driving impaired also prevents the associated unsafe driving behaviours
Distractions
We want all drivers to focus on the task of driving and to expect the unexpected
We will focus on enabling all operational staff, to ensure all road users are not driving while distracted
Speed
We want to reduce crash severity through the reduction of mean speed across the network
We will focus our efforts on the highest risk journeys in each of our districts
We will conduct speed enforcement focussed on identified risk, according to the quality of the intervention activity, and the right magnitude.

Focus on RIDS, these are the top risk factors where Police can make a difference
Deploy to risk, success relies heavily on understanding and deploying to risk
All police officers will conduct road policing enforcement and undertake prevention activities.
Use partnerships with other agencies who are committed to making our roads and road users safe
Increase our focus on alternative resolutions and addressing causes of offending. Issuing infringements is not the sole option
