Risk Management
Process of implementing strategies and services intended to mitigate identified risks
2 factors examined: static and dynamic
RNR
Risk: Offenders differ and require different forms of intervention. What is the likelihood they will reoffend?
Need: Every offender has their own set of dynamic factors. cannot force everyone into management
Responsivity: Different modes of interventions that differ in their effectiveness. Examine different interactions with attributes of the offender to choose the intervention best suited for them
Risk assessment
The process of evaluating the likelihood a person will reoffend within a specified period of time. Performed when offenders are up for parole
3 stages of risk assessment
- Collect information: collect as much information on an individual as possible using criminal records, court records, and third party report
- Identify risk and protective factors: static and dynamic
- Integrate information: arrive at judgement and decide the likelihood of reoffending.
-either professional judgement or actuarial judgement.
Professional judgement
Clinical judgement. 2 types
-Unstructured professional judgement that shows a lack of structure at all 3 steps of assessment. Clinical collects and determines what information is important. used in mental health settings
-Structured professional judgement where all information is gathered in assessment. Tells you what you should look for but is ultimately left to clinician on how to weigh each variable, HCR-20.
Mechanical tools
Specific items and methods used to combine items, have not been empirically linked to recidivism.
CASA: incarcerated individual
-Goof for risk management, not necessarily for going to a parole board.
Empirical actuarial method
Extremely prescriptive, determines determines how much weight each item is given, which items you need to attend to, and how to gather information for items .
-Provides a table that links to a certain score which determines how likely you are to reoffend in a given time frame.
-VRAG, SORAG, DVRAG, ODARA
Adjusted actuarial method
Similar to empirical with exception that there is a room for a clinician to override risk scores on unspecified items.
-A hybrid between empirical and professional.
Static Factors
-Prior convictions/incarcerations
-Prior supervision
-Early onset anti sociality
-Number of criminal associations
-History of alcohol abuse
-School failure
