- Paul Van Hindenburg was the president of Germany.
- He appoints and dismisses the chancellor.
- He can dismiss the Reichstag and call new elections.
- He can override the Reichstag if there is an emergency.
- Article 48 of the constitution allowed the President, under certain circumstances, to take emergency measures without the prior consent of the Reichstag.

- Hindenburg and Franz Von Papen came up with a plan to get the Nazi’s on their side by offering to make Hitler vice chancellor.
- He refused and demanded to be made chancellor.
