Where did zoning first occur and what were the reasons for it?

A

Zoning started on New York City’s Fifth Avenue luxury retail establishments in the 1930s, to rid the area of adjacent garment factory lofts. Some saw it as a way to improve housing for the poor. They claimed that mixing factories with residences was bad for families’ health, safety, and welfare.
