Regs 18 Recall Procedures /REG 22 TRAINING Flashcards
RECALL may be TOTAL (citywide) or PARTIAL (confined to one or more division or boroughs)
if may affect all units or SELECTED UNITS (E.G…engine companies only)..time frame may be continues or specific tours
Recall order will list groups on duty , and the additional groups being recalled…for example, groups 1-6 are on duty, then groups 7,8,9 are needed, the recall order should state that groups 1-8 are being recalled.
This will include:
- members on VACATION leave
- members OFF WITH MUTUALS or SELF MUTUALS (members shall only work when their group is scheduled and must report for duty when their group is recalled )
note: when recalled members report for duty , their MX cooperators (NOT SUBJECT TO RECALL), shall be relieved from duty, so that they are available when their groups are working
CHIEF OF DEPARTMENT will issue recall order
FDOC wil initiate order will following info:
- COMMAND area recalled (entire city or “Queens”)
- Groups/plattons /tours
- direction to report to assign work location
- TIME FRAME of response
RECALLED members are to report directly to ASSIGNED /DETAILED COMPANIES
methods of notification:
- MEDIA
- Telephone
- department communication (65-2)
- automated recall system (key to system is accuracy of members recall phone number entered in the ‘RECALL” TAB OF ENS
EXCEPTIONS TO RECALL: -MEDICAL MITLIARY -BEREAVEMENT -SPECIAL -EMERGENCY
FOLLOWING MEMBERS: DISCRETION OF FIRE COMMISSIONER :
- VACATION LEAVE
- LIGHT OR LIMITED DUTY
- TRAINING (members, 6th grade ff’s , fire safety cadets , students assigned to Bureau of Training
- FULL DUTY DETAIL
Upon receipt of a recall signal, all AFFECTED UNITS , other than units operating at a fire or emergency, shall return to quarters IMMEDIATELY..relocated units guided by DISPATCHER INSTRUCTIONS.
MEMBERS should promptly report to ASSIGNED UNITS , unless otherwise instructed in recall message
- members temporarily detailed shall report to detailed unit..ensures members access their PPE
- members should attire themselves in proper work duty uniform and have ID CARDS
Recalled MEMBERS reporting for duty and finding unit not AQ should contact BATTALION..not battalion available , contact DIVISION..MEMBERS SHOULD REMAIN IN QUARTERS UNLESS DIRECTED BY SUPERIOR
if a MOBILIZATION POINT HAS BEEN DESIGNATED , and members are to report to such locations, they are to CHECK IN WITH UNIT , RETRIEVE PPE AND THEN REPORT TO MOBILIZATION POINT ….they may transport themselves or contact battalion/division
-Members are not to report directly to an incident UNLESS ORDERED TO DO SO
OFFICERS shall report to their units, unless otherwise directed
Upon arrival in your unit, each COMPANY OFFICER contact BATTALION, if not available , contact DIVISION … THEN BOROUGH (doesn’t mention borough for firefighter )
as members report to their company, oFFICER WILL LOGIN IN REPORTING TIMES OF RECALLED MEMBERS
COMPANY OFFICERS ARE NOT TO REPORT DIRECTLY TO THE INCIDENT , UNLESS ORDERED TO DO SO.
OFFICER will be assigned to bus transporting members
OFFICER assigned under recall to supervise sixth grade firefighters , fire safety cadets should report in to FIELD HEADQUARTERS, if established OR TO SUPERIOR FIRE OFFICER
Commanding OFFICERS shall forward reports to CHIEF OF OPERATIONS, 24 HOURS AFTER CANCELLATION OF RECALL.
this report will include:
- list of assigned members
- whether members reported as ordered
- time each member reported for duty
- deployment of each member
- reasons why members DID NOT REPORT
REG 22…ALL MEMBERS below rank of BC, IF FOR A CONTINUOUS PERIOD OF 6 MONTHS, THEY HAVE NOT WORKED IN A LINE UNIT, THAT PERFORMS FIRE DUTY , THEY SHOULD BE SCHEDULE FOR RETRAINING.
This include members in FULL DUTY ADMIN POSITIONS, MEMBERS ON MEDICAL LEAVE, LIGHT DUTY, MILITARY LEAVE, ANY OTHER LEAVE
MONDAY - FRIDAY ..STANDARD DRILL TIME (1 HOUR)..1400-1500/1900-2000..when officers want to change drill time/drill subject, notify admin BATTALION.
when unit performs MUD, NO OTHER DRILL NEEDS TO BE CONDUCTED…INCLEMENT WEATHER, DO MUD INDOORS
ALL ENGINE/LADDERS shall take part in ATLEAST one MUD each week…each drill shall include no more than 2 engines and 1 ladder unless approved by DC
AT LEAST 1.5 HOURS AND CONDUCTED DURING 0630 AND 2000
-10-51 TRANSMISSION (INDOOR MUD)
-PTO ON HYDRAULICALLY operated aerial ladders or tower ladder shall not be operated for instruction purposes for periods exceeding 30 minutes
Prior to conducting any FDNY training exercise on PRIVATE PROPERTY , in addition to a REQUEST FOR TRAINING/EVENT , FORM TR-1, A LETTERHEAD REPORT FORWARDED TO BUREAU OF OPERATIONS , PLANNING
report should contain following info:
- property addresses and building description
- name and contact info of building owner
- whether building is vacant/occupied
- detailed description of training exercise (stretching hose, creating smoke conditions , forcible entry, venting)
