How does Buzan describe a regional security complex?
A group of states whose primary security concerns link together sufficiently closely that their national security cannot be realistically considered apart from each other.
How are RSC identified?
By making judgements about the relative strength of sec interdependence among different countries.
Give an example of a strong, weak and mutually supportive RSC?
Strong - IND/PAK
Weak - Indonesia/AUS
Mutually supportive - Scandanavia
What is the principle factor in defining an RSC?
High level of threat/fear which is felt mutually among 2 or more major states.
What is the difference between higher and lower level RSC?
Lower - local states. Pwr does not extend to much
Higher - contains great powers
What is “overlay”? (BUZAN)
When direct presense of outside powers in a region is strong enough to suppress normal operation of security dynamics among local states.

- Europe by the supepowers in the CW
