what is a referendum
In Australia, referendums are public votes held on important issues where the electorate may approve or reject a certain proposal.
What is a plebsicite
Poles conducted on non constitutional issues are usually referred to as plebiscites. Plebiscite is a direct vote by the people of a country or region, where they vote whether they agree or disagree with a particualr policy.

Government has a proposal and people over 18 has to vote whether they agree or disagree. Voting is taken over the mail
