A democracy can be described as a “government of the people. This means we can debate issues openly in a community. In a democracy, governments are elected to represent the views of majority.

A
Non legal rules are made by private individuals or groups in a society. They are simply rules that are not legally enforcable.

Laws are made by a legal authority that are enforceable by police officers and other law enforcement agencies, If they are not followed they will have legal consequences.
