All users can view, edit, and report on all records
Definition of OWD Public Read Only Access Level
All users can view and report on records but not edit them. Only the owner, and users above that role in the hierarchy, can edit those records.

Only the record owner and users above that role in the hierarchy can view, edit, and report on those records.
Definition of OWD Public Read/Write Transfer
All users can view, edit, transfer, and report on all records. This is only available for Cases or Leads records
When OWD settings and decreasing default access in existing org with significant data, will the effect take immediately?
No, it will take some time for salesforce to recalculate user access.
Can you change controlled by Parent on custom object if the parent is standard object?
No.
