A

Policy formulation in terms of making a manifesto eg. National Policy Forum in the Labour party works with senior members to make a manifesto that represents the labour party as of now.
Mandates produced, BOJO had a mandate to leave the EU as he is elected so what he does is automatically approved by the people, legitimately fufil manfiesto committment to enact legislation.
Coalition means the mandate principle doesnt work as wished.
Changinging poltiical climate that makes manifestos less able to carry out means they can act in their own concience.

75% of voters in 2019 voted tory or labour . Smaller government with PR have more scope to show their views as well with sinn fein who dont take up their westminister seats are expressing their views.

Do political parties help or hinder representative democracy?

A

Representative democracy could not function without political parties , difficult to establish a government with lots of different ideas and hyperpluralism. BUT it reduces choice by forcing people to align to one sort of political ideology.

Parties elect suitable candidates who it is easy for the electorate to know roughly what they stnad for as opposed to researching independants etc, stops irrational decision making and political parties select suitable candidates to stand which stops those with just power to become an MP. However, parties with large divisions internally but also as a tribal figure will undermine representative democracy, less working together and chosing a politician who is politically affiliated increases the overall division.

Oppositon political parties are needed to hold the government accountasble for their actions. BUT giving excessive power to party memberships allow a form of direct democracy to elect party leaders.
