I believe this can be done through educational means.

1. Fund schools in rural and poor areas. Have an impact on what is taught. English is important here.
2. Give these students the opportunity to come to the US to take a higher education which they can again bring back to their country such as in the example of the first female foreign minister of Libya after the fall of Ghaddafi.
