Parole
the conditional release of prisoners before they complete their full sentence. Paroled prisoners are supervised by a public official, usually called a parole officer
Remember some states combine probation and parole together under one agency responsible for supervision of the offender.
History of Parole
- 1830’s: Australia: Foundationally: Alexander Maconochi: Superintendent of the Norfolk Island penal colony. He allowed inmates to work towards their release.
- He was an ex-British Naval officer and geography professor.
Unconditional Release
An inmate is released from prison having completed their entire sentence. They are released unconditionally with no parole.
Discretionary Parole
Parole granted at the discretions of a parole board for selected inmates who have met the criteria (set forth by the parole board),
Mandatory Parole
•Automatic parole after a set period of time.
Parolee Recidivism
- Approximately two-thirds (67.8%) of released prisoners were arrested for a new crime within 3 years of their release. More than three-quarters (76.6%) were arrested within 5 years of their release.
- Within a five year period 76.6% of released prisoners were arrested again for a new crime.
Parole Board
A panel of (qualified) people who decide whether an offender should be released from prison on parole after serving at least a minimum portion of their sentence as prescribed by the sentencing judge.
