EOM 203.02 Talkgroup Use/Assignments

A

-San Diego Regional Communication System (RCS) is a trunked 800 MHz radio system that covers San Diego and Imperial Counties
-In a trunked radio system, a computer selects a frequency, or “trunk”, for your radio transmission
-In any trunked radio system, channels are referred to as “talkgroups” instead of frequencies

County-wide permitted talkgroup assigned by SDU as a supplemental frequency for wildland incidents in support of VHF frequency. It is only to be utilized for initial attack when difficulty is experienced with the assigned VHF Command Net

17
Q

What is SD M/AIR 1 and SD M/AIR 2?

EOM 203.02 Talkgroup Use/Assignments

A

-Used to hail an air ambulance
-Requests for an air ambulance shall be made through Dispatch via the assigned incident talkgroup.

18
Q

What is SD F/AIR?

EOM 203.02 Talkgroup Use/Assignments

A

-Contact and coordinate with fire agency rotary wing resources
-Fire staffed, SD County and SD City-owned helicopters are equipped with 800MHz radios
-For all vegetation fires a VHF air-to-ground frequency should be assigned

19
Q

What is SD L/AIR?

EOM 203.02 Talkgroup Use/Assignments

A

-Used to hail law enforcement air resources
-ASTREA (Air Support Through Regional Enforcement Agencies-SDSO) —-ABLE (Air Borne Law Enforcement-SD Fire)
-Requests shall be placed with Dispatch

20
Q

TRN Zone (Training Zone)

EOM 203.02 Talkgroup Use/Assignments

A

-Divided between the five fire dispatch centers in the county
-TRN A thru TRN C: Heartland Fire
-TRN D thru TRN F: North Comm/Escondido Fire
-TRN G thru TRN I: Metro Fire
-TRN J thru TRN L: Monte Vista
-Has two additional talkgroups as well as XSD 8DIR and TRN P EMG

21
Q

800MHz MUTUAL AID ZONES (8M1 / 8M2)

8TAC 91– 8TAC 94

EOM 203.02 Talkgroup Use/Assignments

A

-In the US, Canada, and Mexico as mutual aid interoperability channels
-All four 8TAC’s operate in either the “Direct” or “Repeat” mode
-These frequencies may be used as an out of SD County travel channel by units, must be in “Direct” mode

22
Q

8M1 Zone, Mode 8 through 11- CARS 1 through 4 (CARS 1 - CARS 4)

EOM 203.02 Talkgroup Use/Assignments

A

-4 conventional channels are licensed for line-of-sight communication/use within
in SD County ONLY
-May used for in-county strike team travel use after resources have rendezvoused

23
Q

When the RCS fails, what are the 2 types of Redundancy Modes?

EOM 203.06 RCS Redundancy Modes and Comms Failure

A

-Site Trunking

-Failsoft

24
Q

What is Site Trunking?

EOM 203.06 RCS Redundancy Modes and Comms Failure

A

-Occurs when a single site (Simulcast Cell or Intelli-Repeater) loses microwave connection to the Primary System Center
-Communications become isolated
to that site, but trunking still occurs
-The display will show the words “SITE TRUNKING”

25
Q

What happens during Site Trunking

EOM 203.06 RCS Redundancy Modes and Comms Failure

A

–Trunking continues (you can still use your talkgroups).
–Users are isolated to their geographic site (RCS North Operational Area or Intelli-
repeater).
–EMER Button: has limited functions. It will reserve a frequency, and it notifies the
other people in the same site, but it DOES NOT activate an alarm in dispatch
–Comms Center staff will see “Emer Rcvd” on our backups like everyone with no idea who pressed it.
–User will still get talk permit tones (three quick beeps) when transmitting.

26
Q

What occurs during a Site Trunking Event?

EOM 203.06 RCS Redundancy Modes and Comms Failure

A

― Users will be able to communicate normally within the North Simulcast Cell.
― Users will not be able to contact resources in the East or South Simulcast Cells.
― Continued use of the RCS as normal

27
Q

**What is Failsoft?

EOM 203.06 RCS Redundancy Modes and Comms Failure

A

**-Occurs when a radio site is unable to perform the normal trunking process
-Talkgroups are preprogrammed to automatically switch to one of the frequencies for that site (Failsoft assignments) typically by like-discipline (fire, law, public works, etc.)
-Some agencies may share the same Failsoft assignment
-Radio will display FAILSOFT and beep every 10 seconds

28
Q

**What happens during Failsoft?

EOM 203.06 RCS Redundancy Modes and Comms Failure

A

**― Trunking stops (talkgroups are consolidated)
― EMER button will not work
― Users may or may not receive talk permit tones when transmitting
― Users might hear transmissions they normally would not hear
― All digital Talkgroups will become analog
― Radio Aliases will not display (The dispatcher cannot “see” who is transmitting)
― Radio discipline and etiquette are critical during Failsoft. Multiple users will be competing for air-time on shared frequencies.

29
Q

What not to do when in Failsoft?

EOM 203.06 RCS Redundancy Modes and Comms Failure

A

The most important thing to remember in Failsoft is: DO NOT CHANGE TALKGROUPS or touch any settings on your radio (e.g. Scan) unless absolutely necessary.

30
Q

**How to contact Dispatch in a Failsoft?

EOM 203.06 RCS Redundancy Modes and Comms Failure

A

-PRIMARY METHOD
** Utilize VHF channel **DISP V or “XSD CMD 5” and contact the ECC
-ALTERNATE CONTACT METHODS
–Cell phone
–8M1 zone and select CAFIRE 1 in the repeater mode
–8M1 and select 8CALL90 in the repeater mode

31
Q

What can users do to communicate with each other on scene in a Failsoft?

EOM 203.06 RCS Redundancy Modes and Comms Failure

A

― CARS A thru D (used in San Diego County only)
― CAFIRE 1
― XSD 8DIR
― 8TAC91, 8TAC92, 8TAC93 and 8TAC94

32
Q

What to do if Failsoft occurs during an Active Fire Event

A

― All personnel should remove themselves from any IDLH atmospheres, and switch
their radios to XSD 8DIR
–A PAR should be conducted
–IC’s can use CAFIRE1 to contact Dispatch
–Consider an evacuation order
