legilsative (Rlrs), political (individal actions)

not absolutely
How is faith more excellent than P?
faith provides right appetite
How is P more excellent than Faith?
P more opposed to sin
What does STA say regarding P, sinners and good counsel?
Sinner possess P for good counsel but not pertaining to last end only in lighter matters. They possess cleverness and cunning directed to evil but this is false P

Yes (things pertaining to salvation) and No (provision for self and others)

acquisition demands experience and time

exists as habit but not in act, is in act for salvation
