Who/Whoever and Whom/Whomever
Who & Whoever are SUBJECT pronouns

Whom & Whomever are OBJECT pronouns
We have to know WHOM to call if the computer malfunctions.
Each of the experts (who/whom) had analyzed the results was given an opportunity to speak. “WHO had analyzed”.
Tricky: Nobody saw (who/whom) pulled the alarm. It's more important to make clear that the person took the action.

“That” cannot be used to refer to a person or clause. That can only refer to nouns.
