- Summer 1917 offensive launched after allies pleaded (thousands lost)

- wanted to wait to distribute land to peasants until after the war
- landowners gain compensation
-237 cases of land seizure in July - Peasants disobeyed the government

- Russia needed to stay intact and remain in power
- Concessions granted to Poland & Ukraine
- Poland was given independence & Ukraine more power
- Finland would not be delt with until after Bolshevik Revolution

- Punishment brigades sent to countryside to requisition grain
- strain of war led to price rises, scarcity of food, fuel
