Justifiable reason to start, remains valid throughout the project, documented and approved.
Documented in the business case.
If no longer justified, project should be stopped.

Lessons are sought, recorded and acted upon when starting a project, during a project and as the project closes
- Defined roles and responsibilities
Organisation structure includes business, user and supplier stakeholder interests.
Explicit Project Management structure with roles, responsibilities and effective communication
- Manage by stages
Planned, monitored and controlled stage by stage. Project board approves stage plans.
- Manage by exception
Defined tolerances (against the six areas of Prince2 project performance) for each objective.
Establishes limits of delegated authority, with distinct responsibilities and defined accountability.
- Focus on products
Output orientated, particularly about quality requirements.
Agreed products set the scope of a project.
- Tailors to suit the project environment
Tailored to size, complexity, importance, capability and risk
