What is a Policy?
A
A set of ideas or plans of what to do in particular situations (how to prevent and stop crime) agreed officially by a group of people/institution and or government

What is an Informal Policy?
A
Rules set out by different groups or organisations, in this case to reduce crime
E.g. Local community creating a neighbourhood watch scheme

What is a Formal Policy?
A
Rules, guidance and legislation created by governments
E.g. Length of prison sentences, fines, compulsory schooling, free NHS
