what does IMR stand for
individual ministerial responsibility
why is IMR important
because it ensure that ministers will be doing there job correctly as they know they will be held accountable and could lose there Jon if they make big errors and break the ministerial code

why is IMR weak
there is no specific rile that says parliament can ensure a minister resigns
what are some examples of IRM being strong
serious errors usually lead to ministers resigning eg amber rudds resignation as home sec
what are the 5 main principles of CMR
- ministers are collectively responsible for all government policies
-all ministers must publicly support gov polices even if they privately disagree
-if a minister wants to dissent publicly they must resign first
-if they dissent without resigning they can be expected to be dismissed by the pm - Any dissent within gov is conceled from other mps and the public
why is cmr important
it supports prime ministerial power and there authority and it ensure ministers can express there concerns in private
what are the 3 exceptions of CMR
1- conalliton of 2010-2015 some policy areas were included in the coalition agreement which meant ministers from best parties had to agree however some issues eg trident nucluer submarine missile issue was excluded
2- eu référendum 2016 m- minister were allowed to make there own mind up on the issue going against cmr eg Michle Gove (former HOC leader) and Chris grayling ent against gov position
3- may gov 2017-2019- weak leadership meant several ministers openly criticised her Brexit deal and she didn’t fire these ministers
what are some the 2 type of leadership and examples
transactional- those who try and balance the party factions against each other eg may
transformational- those driven by ideology eg thatcher
what are some examples of cabinet dominance over Sunak
sunak look weak compared to the cabinet when he refused to sack zahawi over his tax iniproprites in 2023 until an investigation found serious breaches of the ministerial code
