What planning restraints effects rural properties
Agricultural ties where development is granted on the basis that the property will be used for any agricultural worker E.g developing a barn for a son or daughter
What would need to be in place prior to works commencing on a listed building
Need to have listed building consent
How would location change the planning the client went for
For example if it was within a farm it might be better to go for class Q under the permitted development rights
What is the NPPF
National Planning Policy Framework
sets out the government’s economic, environmental and social policies. The guidance sets out a framework for the local and neighbourhood plan

Hampshire – 1,074 houses per year
Difference between permitted development and planning application
PD – National Grant of planning permission which allows certain buildings works and change of use without a full planning application
PA – Permission from the local authority to be able to carry out certain building works. Such as alteration or a new building
Keys themes to complete Class Q
- Must be structurally sound
- Must have some sides to the building
- Good structural roof
Criteria when changing use to Class Q
- Can have up to 10 dwelling houses
- Max size per dwelling 150 sq m
- Can extend rear to 4 meters if there is hard standing present
- Can’t be a listed building, near scheduled monument, in an AONB or National Park
- Requires a prior notification the LPA prior to works
Explain the Class Q works
- The was temporary approval under permitted development received under class q part 19 for the demolition of an existing briefing room to a new briefing room
- With the temporary approval we were instructed to go forward with the full planning application taking into account the conditions under the PD
What were the conditions at Knook Camp
- Painted moorland green
- Will not break ground
- Ensure a flood risk management plan shows where the increased run off water will go

- AONB officer also completed a survey on the impact of the works
What did you continue to go for full planning when you had permitted development
Full planning allows more creativity and scope whereas as permitted development you are limited to the planning officers requirements
