PCAR Part 1 Title
General Policies, Procedures, Definitions
Sets forth the basic rules of construction and application of the regulations, definitions applicable to more than one Part, and the rules governing the administration of licenses and certifications

Applicability of PCAR
- PH-registered aircraft
- aircraft registered in another Contracting State that are operated by a person licensed in the PH
- Aircraft of other Contracting States operating in the Republic of the PH
Five Hierarchical Categories
Part, Subpart, Section, Subsection, Paragraph
It refers to the primary subject area.

It refers to the title of a regulation and can be a subdivision of a Subpart or Section.

It refers to the text describing the regulations.

- Flight Standards Inspectorate Service (FSIS)
- Enforcement and Legal Service (ELS)
- Office of ICAO and External Relations (IER)

The prescribed procedure for updating a “Controlled Document” shall be adhered to while transmitting and incorporating each CAR-amendment.

Memorandum Circular

A person who holds this shall have that license, or other docs acceptable to the Authority, in that person’s physical possession or readily accessible in the a/c when exercising the privileges of that license.
Flight Instructor License

Airman License

Approved Training Organization (ATO) Certificate
Each owner or operator of an a/c shall carry the ________ on the a/c and available for inspection.
Aircraft Certificate of Registration
Each owner or operator of an a/c shall display that certificate in the cabin of the a/c or at the entrance to the a/c flight deck.
Aircraft Airworthiness Certificate
Each holder of an _______ shall prominently display that certificate in a place accessible to the public in the principal business office of the AMO.
Approved Maintenance Organization (AMO) Certificate

Aerial Work Certificate, Air Operator Certificate
Each person who holds an airman or crew member license, medical certificate, or authorization required by these regulations shall present it for inspection upon a request from: the Authority; or any nat’l or local law enforcement officer.
Inspection of License
In case a holder of a license or certificate applies for a change of name, the holder shall include with the request:
- current license or certificate
- copy of marriage license, court order, or other document verifying the name change
If the airman or ATO changes address, he may not exercise the privileges of his license after how many days without notifying the Authority?

Warning Notice
