Emergency situations (9) dangers to trains?
-door open or not closed properly
-insecure load
-fire
-hot axle box
-headlights not lit
-tail lights missing or not lit
-flashing headlights (hazard warning indicator)
-long continuous blasts of the horn (train in distress)
-driver or guard showing a hand danger signal
8 reasons to stop a train in an emergency? (DAFT LOAF)
•D-Damage to structures or earthworks above or below the line
•A-Animal large within the boundary
•F-Fire
•T-Track defect
•L-Lights out on an emergency indicator
•O-Obstruction
•A-Animal small animals on or near the line
•F-Flood
If you see something which could put another train in danger, you must (if possible) alert driver of the other train by the most appropriate means
When making an emergency call to the signaller, what information do you need to give?
If you see any of the 9 dangers to trains or 8 reasons to stop a train, you must make an emergency call to the signaller and say:
-this is an emergency call
-clarify you are speaking to the right person
-state your name, job title and employer
-give your location
-state the nature of the call
-request what you need doing e.g line needs to be blocked or the electricity need switching off
-state if you need the emergency services
-give your phone number
-follow any instructions given
What do you need to do when stopping a train during daylight and darkness?
During daylight:
-raise both arms above your head or
-show a red flag
During darkness:
-show a red light or
-any other light waved violently
What are a conductors actions in an emergency?
-check if any lines are obstructed (if unsure treat them as obstructed)
-decide the quickest way to stop trains
-place a train circuit operating clip (TCOCs) on every line that is obstructed
-contact the driver, decide who is staying with the train and who is carrying out emergency protection
If the driver is incapacitated or you cannot contact the driver, you must carry out emergency protection yourself (rule book M1)
After (2) red button and TCOCs down
What are the steps in Emergency Protection?
1) Place TCOCs on every obstructed line
2) Show a hand danger signal to any train approaching the obstruction
3) protect the line using detonators
If your train has fully derailed, place TCOCs on your own line
You carry out emergency protection if:
-the driver is incapacitated
-the line is obstructed and
-you cannot provide signal protection
What are Track Circuit Operating Clips (TCOCs) and what are they used for?
-are used to indicate the line is occupied
-must be at least 2 in each cab (4per train)
-can only be used once
-can only be removed from a line with the signallers permission
If you use TCOCs on a line with a conductor rail apply the first clip on the rail furthest away from the 3rd rail
TCOCs scratch the tract where they have been used so you can tell when they have been put on the track
What are Detonators and what are they used for?
-used to alert drivers of a hazard on the line ahead (x3 20m apart)
-must be at least 10 detonators in each cab
-checked the first week of September every year by maintenance
-have a life span of 5 years
Laying detonators before reaching 1 1/4 mile?
-train approaching
-tunnel
-telephone
-trailing point/junction
-signal box
When do you do an emergency switch off??
-if you see a person in contact/in danger of coming into contact with the OLE
-an incident or other emergency requiring/likely to require the electrical supply to be switched off
Emergency switch off what to do?
-make sure you are speaking to the ECO or the signaller
-give the ECO/Signaller your location using the structure ID plate number
-ask for an emergency switch off
-ECO/signaller will confirm when this has been carried out
-do not approach-residual voltage of 2,000 volts
-you become the person in charge of electrical emergency (PICEE)
What does the Person in Charge of Electrical Emergency (PICEE) do?
-ECO will tell you the limits of the emergency switch off
-you must identify yourself to anyone arriving on site
-you will wait for the Rail Incident Officer (RIO) to arrive
-RIO will take over responsibility
-you and RIO must contact the ECO confirming the handover before leaving the site
