A

For most of the 19th century women were seen as second class citizens with few legal rights which reflected the ideas of men and women being in ‘separate spheres’. Women were expected to look after the welfare of the home and family, while men were expected to have more of a social and work life.

However, by the 1900s attitudes towards women began to change, partially due to the fact that women were beginning to play an important role in running school boards and began voting in local elections which challenged the idea of separate spheres.

Yet, the number elected was tiny, there were only 24 female councillors out of a total of over 121,140 males.

Millicent Fawcett (1928), leader of the NUWSS, argued that these social changes were vital in the eventual winning of the franchise.

That being said these changes had not seen politicians even come close to granting women the franchise and it was clear to many that a forthright and active campaign on the issue was necessary, hence where the suffragist campaign comes in,
