A
When there is not enough investment in infrastructure to supply enough water to people rather than a physical shortage or water

What factors affect water availability
A
- rainfall, areas of water surplus have high rainfall, but low rainfall isn’t the only reason people don’t have water
- geology, permeable rock layers are able to store water for years
- over-abstraction, abstraction = taking water from rivers and groundwater, over-abstraction happens when too much water is taken
- pollution of supply, rivers and groundwater can become polluted by industry
- poverty, people in LICs or NEEs usually choose between expensive water or unsafe water
- limited infrastructure, when there hasn’t been enough investment into pipes and pumping stations
